The protagonist is Serbian psychiatrist Dr. Ilija Jugović, who, following the death of a patient in Belgrade, is punished by the Party and reassigned to a hospital in Prizren, Kosovo, where he is forced to work as a general practitioner. There, he meets Ljubo Božović, a history professor — a self-proclaimed Russian Consul — an apparent psychiatric patient who claims that “Russia will soon be Russia again, and Kosovo will once again be Serbian.”
Božović soon becomes a target of local Albanian power brokers, covert separatists, as well as members of the Communist Party and officials in positions of authority. The most powerful among them, Halit Berisha, carries out brutal pressure to drive Serbs out of Kosovo through systematic ethnic cleansing: orchestrating violence against Serbian children in schools, intimidating the local population, denying them access to healthcare, harassing families, and instilling constant fear and anxiety.
Ljubo Božović is next. Berisha attempts to force him out of his home and expel him from Kosovo. The Russian Consul refuses to sell his house and openly confronts Berisha with Dr. Ilija Jugović stepping in to protect him.
